Didn't they pass legislation banning shipments to Washington?I placed a small order on Sunday evening, Nov. 19, it was processed Monday Nov. 20 and I received it on Friday Nov. 24. I was surprised because I figured it would arrive after the Thanksgiving weekend. Especially since I'm all the way across the US from where they're located (Connecticut to Washington State).
The few orders I've placed with them over the years, I've never had a problem, and all orders arrived within a week. With other websites not shipping to Washington anymore, I'll be using 4Noggins a lot more in the future.

Obviously, Federal Law prohibits the sending of cigarettes and roll your own tobacco (for cigarettes) through the mail. Washington State considers Pipe Tobacco as a form of roll your own tobacco, so many vendors won't ship pipe tobacco to Washington because of this. On last check Pipes and Cigars, Smoking Pipes, Cigars International, won't ship to me. There are probably some others too, but I don't recall. Most of the websites in the past would have some disclaimer that they're not responsible for the items being confiscated by USPS or having to pay additional taxes etc.
