bootlegpipes, I use it both inside and outside. If it is unusually windy, it's a little more difficult to keep lit, but I don't fill the bowl to the top and the flame can be directed into the bowl without scorching the rim.- dino

I've owned and used the Resource lighter for more than 15 years and when piping I'm never without it. It's all you need: lighter, tamper and scraper. The Resource II is the newer version, though I can't tell the difference.- dino
