    I would still suspect humidity. If the RH is above 70% and the moisture content of your tobacco is around 12% then it won't dry, the moisture level may even increase.

    How do you dry it? By leaving in the open air? Did you check the humidity, sometimes it is too humid that instead of drying, tobacco soaks more moisture from air.
