It looks like wood of some sort. I've seen varnish like that on briar before. One thing young briar has a nasty taste, and sometimes is used on novelty pipes. Cellaring wet tobacco
it should be fine at whatever range of moisture it is shipped at. Unless it's wet because it was in a flood. I'd say leave and then dry to taste when ready to smoke.- anotherbob
