The likelihood of that would be slim. While it is legal to eat horsemeat in most states (including oregon) it is illegal in all 50 states to slaughter or prepare horse meat for sale. You can get it in canada or mexico, however.

edit: you cannot import horsemeat here, either.
reminds me when I was in Switzerland with my folks and ordered the Cheval (i knew what it was just wanted to try it) anyway my Grandpa says right as I stick the fork into it "WIlbur how could you!!!?" with perfect comedic timing, We got a laugh out of that one for years.

Honestly, I would try it too. It took a trip to Korea to find my limit. I tried all the street food until I came to this one cart. I asked my guide if it was bugs. He said yeah, silk worm cocoons. I said pass! I also didn't chase down (get it?) dog dishes there. Just didn't interest me. I would try horse, though.

I think perhaps it’s legal on some Indian reservations.
At least brown bear was a long time ago. 95% sure I saw horse burger on the menu as well.

Makes sense, as they attacked production to stop consumption while leaving possession legal almost everywhere. Not that it makes a difference on a Res, of course. But if they did process horse on a Res, it could make it into surrounding states legally. Who knows?
