This is one that has been offered to me but the person doesn’t know much about it and I don’t either. Any insight into this pipe from the meer specialists would be greatly appreciated so I can make a fair offer.

That looks like some sort of Bavarian or German Hunting/Tavern pipe. I haven't ever seen one actually smoked before, I think for the most part they were sold more as souvenirs for travelers and tourists, but I may be wrong there.
The one there, definitely looks to be smoked though!

On a side note, which part of Kansas do you call home? I'm in central Nebraska, but have a small farmstead in Northwest Kansas that I am at least once or twice a month.

I live in south central Kansas near Wichita. Not on a farmstead, I wish I had one, but spend a lot of time in the country

Looking at my Meerschaum collecting book; that is a Lap-style pipe bowl with a bas-relief-carved scene, with wind-cap. It potentially dates back to the late 1800's and is most likely from Austria. The carving is not as intricate as others from that era, so possibly from a less experienced carver. That's just a guess on my part though. As for a fair price I couldn't say. I'll leave that up to you to decide.

Many of the carvers back in that era used their carvings on the pipe as a way to tell a story. Not sure what the symbol is or represents, but my guess is that's a soldier standing outside a castle wall on guard duty.
