Figured it out. It’s a super clip lighter. Maybe made for Peterson’s. The clip has broken off.
Looks cool compete but I’d imagine the clip could get in the way of tamping.

I have a few of these (slim, round lighters with tamper feet) of different makes and brands. Super Clip under their own name and others, and my favorite Flamex "Pocket Pipe" lighter. They look and work great until they don't. I have spoken with all the on-line and local vintage lighter repair guys I can and it is agreed that all the Japan-made export lighters of the 50's-70's are not repairable.

You can replace flints and refill butane, but when the valves go, it's a paperweight. Unlike an ST or Dupont or Ronson.
