Thank you Ken Barnes! I'm really enjoying this pipe but have been perplexed by the discrepancy between stamp and mouthpiece. The information you've provided will allow me to enjoy smoking this pipe even more.
Probably doesn't matter but I forgot to mention that this was acquired from an estate in Germany.
Again, thank you for your erudite reply.

Ken is The Man when it comes to Charatans! I kinda thought it might be a replacement because of the taper of the shank not being carried out in the stem. Barling would continue the taper into the stem where it met the shank. I assumed that Charatan would have done this as well, but my knowledge of Charatan pipes is not that deep.

I have been wondering for a few months on how to translate that.
Are you referring to the Russian article? I used an online translator to read some of it but grew weary of plugging in a few paragraphs at a time. I wish someone would translate it into English. The translator translates it into gibberish.

Funnily enough the author of this Russian article speaks impeccable English. I seemed to recall that I asked him for an English translation.

He told me that this is an extract from the book he is writing about Charatan. He is the Gentleman who had a Frederick Charatan era pipe for sale on ebay a year ago and mistakenly described it as a Cu.ted Dublin rather than Canted Dublin.

Well, the $ signs translate well, the formatting didn't. The names go opposite the prices in descending order.
Crown Achievement/ Royal Achievement/ Achievement/ Coronation

$2500

$2000

$1500

$1000
