It was probably made by a dyslexic Italian guy who's first name was Al and last name was Speci.

A maker with an ironic sense of humor. I particularly like the fill over the "Special" stamp. If forced to guess, I'd say something like Edward's or Willmer, but it could be any of countless makers. Yes, it's absolutely a basket pipe., but it could be a fantastic smoker. The saddle bit is probably very comfortable. Enjoy it!

Seem to remember reading about a pipe with the same name and fills. It was suggested it was used as a display model in tobacconists and the fills were where it used to be attached to its stand.

No idea if it's true or not but it's certainly plausible.
