Novelty amusement items for single ladies of a delicate persuasion probably sold under the slogan 'Put Some Wood in Your Women' or some other suitable 19th century style slogan!
In the late 19th C they could have plugged it in. Imagine the bravery of the women who did so, when electricity was new, and shorts were commonplace! OMG!
My guess is compact make-up cases, mirror frames, or any of the many things being produced just as we went into the Art Nouveau style of mass production.
I have seen briar in boxes and make up cases and those little hand held mirrors. No idea when they were made, however I've held such objects, so I guess that's a plus one for that speculation.
