White Crystals on Dunhill Cardboard Top Liner

I opened a tin of 965 from 2006. The top cardboard liner is covered on both sides with what appears to be salt crystals. They are stuck on the cardboard and can't easily be rubbed off. They are not fuzzy like mold. They are not on the tobacco and not on the paper liner. What are they?

I've already removed some tobacco to dry so maybe not helpful to see. The crystals are not on the tobacco.

Ive had similar occurrences and assume it’s sugars. Hopefully someone will chime in with more information than I have for you.

I've seen this a few times on tins I have opened and have always assumed it was a good thing.

Maybe the paper wicked up enough aqueous calcium and mallic acid from the tobacco to get you bloom/plume salt crystals on the top liner? Weird that its not on the tobacco or inner liner, though.
