When you put your finger halfway over the end of the stem, does it still whistle? Also, did you clean the stem so that you can make sure there is nothing in the airway? EDIT, Sorry, lots of questions to make sure we know where the sound is coming from.

What is the make and model of the pipe? Does the stem pass a pipe cleaner easily?
Also. Whistle while you smoke, do ba do ba do ba do; it’s OK your pipe takes the place of my nosegay.

There's a burr or edge that is acting as a reed, as in a woodwind instrument. First try a bristle pipe cleaner, to clear away any loose bit of tobacco or stem material. If it still whistles, gently sand edges in the stem airway; you don't have to take off much at all, just sand off that little vibrating edge. Some pipes will just whistle, but I think you can soften the sound so it is barely noticeable.

This is the answer. Unless of course it is at the bit which still means that you could sand the airway a bit and it should make it better.

Serious answer to make up for some of my nonsense:

I sort of remember I had a pipe that had a 'whistle' effect and nothing was lodged, it was just too tight a draft, I THINK I bore the airway out a little wider and that fixed it, trickier if it is a bent stem of course...

Well, most of those responses are of no help at all. Shame on you guys!

I don't know for sure where the whistle is coming from, but from my experience it's most likely an air leak there the stem fits the shank. Try putting some tape around that area and see if that stops it. If it does you could try making a little "washer" from rubber or plastic that goes over the tenon and that should seal the leak and stop the whistle. If you're lucky you might find a washer the right size in the plumbing dept. of the hardware store. If you do this fix and want it permanent you could glue it to the base of the tenon... not the shank of the pipe. Good luck.
