OP look into whole leaf tobacco as a means of buffering out your cellar as it can be legally imported into Canada pretty much tax exempt. @F4RM3R might be able to help with specifics.

From time to time stuff comes up for sale on these forums at reasonable cad$ prices too.

Same situation here in Oz. I have just bought 2 x 2oz tins from a local retailer @ AUD$145 per tin (exchange rate is AUD$1 = USD$ 0,75). Go figure
