Look again at the packaging & you’ll discover the price is in decimal. 34 & 1/2p not 6s 4pence h’penny. The price itself makes me think it’s from the latter half of the 70’s. Earlier decimal 1oz packages I’ve had in the past were cheaper than that. When I started smoking in the late 80’s, I can’t remember exactly how much they were but it was under a pound for a 1oz/25g packet. I think 20 fags were only just over a pound a packet back then.
I agree with you that the packaging looks decidedly old fashioned but the price (in decimal) dates it to the 70’s.
Actually about 1973 as it came in a brown paper cube of six plugs tied up with brown twine. That was the last one that Weezel and I were planning to smoke at the Ohio pipe show before Covid struck. If it had been pre-decimal it would as Simong said have been 6s 4 pence h'penny.

My Partner let me know that she had found a bargain for me, a full set of Peterson Sherlock Holmes Pipes plus the Wooden wrack to hold them in, this was about 2 months before Xmas and I were not aloud to see them until Xmas morning. So Christmas morning under the tree was a big box for me, on opening 7 pipes all in the original boxes, all unsmoked, plus the Sherlock Holmes wooden stand for all of them to sit in, they ranged from 1989 to 1991, all in perfect condition, just like they had left the factory, will put up some pic's soon, who would have bought them and not even lit them up ? well in the last 2 day's I have and one of them twice, probably the best Xmas present ever, 7x33 ish year old pipes unsmoked, talk about aged briar, they all smoke beautifully. Been a Peterson Collector for well over 50 years and this present floored me. Happy New Year everybody.
