In Germany the price and tax stamp is on the tin. Old tins sell at old prices. There are never promotions or sales. The price is fixed. If I were to guess they just dont want to give up that control on bulk amounts.

Its not that there isnt enough tobacco, its likely the packaging control.

Yeah I know you can get Hamborger Veermaster in a 250 gram bag. If they're set on a fixed price then I'd imagine bulk would create an issue since you can get as little an ounce and the more you buy the better value it is. I didn't think there wasn't a shortage of tobacco
