Before calling him out publicly, wouldn't it be prudent to first ask him for an explanation. For all you know he may have been dealing with a family/personal situation that caused his tardiness and unresponsiveness.
Not relevant. In 2023, with the myriad of correspondence options, not responding in business is not an option. Period. Also, please note that he kept placing new pipes up for sale. He saw the messages and he had the time to continually post new pipes even after the messages were sent. This guy is a crook either through deception or negligence or both.

Perhaps before you move forward with things, send him an email stating something of the following...

I'd really rather have the pipe, not the refund. Was there some issue I was not aware of? What I'd really like is to get one of your pipes. Can we still make that happen? If not, a refund will be acceptable, but please know I will be unpleased if that is the case.

People are human... even pipe makers. Sometimes they forget. Sometimes they make promises that they can't keep. If you really want the pipe, give it a shot... If not, move on. If they remain unprofessional, by eluding you... then please share that information with the rest of the community.
It’s very easy to tell someone else’s money to “move on”.

Yeh, I've been watching Walt's pages for years, and he still seems to sell his pipes immediately after making one, if not before he even finishes them. In fact, I've never seen one that hasn't actually sold in his online shop.
He started that Cardinal line of pipes, and I was thinking that he was going to start filling up tables with factory mades... but, he still doesn't seem to ever have one for sale. Maybe people have stopped buying from him, because he sells his pipes too fast. puffy

Not true. In my career I preyed on predator's. But, too many people, the easy marks, are simply too trusting of people they've never met. Easy marks should be held up as examples. Remember P. T. Barnum's words? The are still valid. Perhaps even more so because the internet has widened field for cons and scams. While also allowing poor business practices to flourish. I have little patience for people who make bad decisions. But, I never blame victims. When someone on my watch was preyed upon, I felt that was on me. I also was realistic enough to know that "there is one born every minute." So, I did what I was paid to do with "gusto." I also became over the years quite cynical with regard to the "self-inflected" woes of the generally naive public.

"Naive, fresh meat" is simply an apt description of the victim in this case but, the blame rests with the perpetrator. The case we are discussing is simply a "teaching" moment for me.

Sad to read. This seems like a life event for Mr. Cannoy. It's certainly not a sustainable, long-term business model.

FWIW, I've had a couple of commissions from Mark Tinsky. His policy was to make the pipe, send a pic, and then send an invoice (a price was agreed upon before work began). But the repeat business helps.

While, if this is endemic of his business practices, you'd think that he wouldn't be able to sell any pipes. But... he sells them before the stain is dry. Does this mean that we pipe buyers are just stupid, or maybe besides being very bad at taking orders, he seems to sell the hell out of pipes that he would rather make?

I've had a couple of commissions from Mark Tinsky.
Now, Mark has his shit together. He has amazed me with how well he keeps up with things.

Good you got a refund but after waiting a long enough period i would have to say they hell with it i'd rather have the pipe i wanted, since the money is technically already spent. He could have at least offered you the choice of an already made pipe and maybe a discount or something, just to make it all right.
after an experience like this, the pipe is worth less than nothing for many people. every time I'd touch or see that pipe, I'd remember this runaround. "I got f**ked with." There's no way I could enjoy it. I might as well have lit up cigars with that money, but at least if I did that and got a good cigar, I'd have a good memory of it.

Consuming is an interesting thing. In the old days, no matter how good the product, this would have buried a business, but in today's mindset, we're so used to be screwed with that it has reversed. We don't care if businesses screw with us, design products with planned obsolescence, and have crappy customer service because we want the product SO, SO badly. We can't seem to live without anything, and the consequence to that is gladly, and willfully, being taken advantage of.

Call him out here. I never understand posts where there is a complaint but no identification of the culprit. Even if the carver had personal issues, which I doubt since you said he kept putting out pipes, he could have taken 1 minute to contact you and issue a refund.

OP used a debit card as form of payment. Protections are decidedly weaker than credit cards offer, and in the end it’s your bank you have to convince, not Visa or Mastercard.
Bingo, never use a debit card for these kind of purchases (car rentals, hotels, anything), you essentially have little ot no protection. Paypal backs you better than a debit card.
