I wonder if the latter “occasional” smokers nowadays account for twenty percent or more of purchases.
Just from what I’ve seen on this forum (and others) there are many that only claim to smoke occasionally yet make lots of purchases. I’d posit that those that smoke regularly or heavily 60yrs didn’t concern themselves with the near hoarding volume we see today.
I think the hoarding volume mostly comes from a (justified) paranoia about companies folding, blends disappearing, prices suddenly increasing, etc. Seventy years ago the thought that pipe tobacco options might become scarce would be as theoretical as the thought in 2019 that there would be a run on toilet paper...
