These look substantial. But, it will not stay in place or is too small to even fit. What am I doing wrong? The other style works fine.

Probably works better to use a deep somewhat narrow bowl and fill it half or two-thirds full of tobacco (so the fire is out of the wind). And/or just stand out of the wind.

A match box held over the bowl, a folded up leaf, an almond nut are all things I have used when I'm outside and the wind comes up. Big enough wind, and the perforated commercial caps are useless.
