Though not strictly OTC blends, I would definitely look at Daughters and Ryan, Cornell & Diehl in bulk or tins, OHM paying close attention to which constituent tobaccos you prefer, Sutliff bulk, and Peter Stokkebye blends -- among others. These are all moderately priced and substantial quality blends. For aromatics, Three Star Blue from Iwan Ries takes some learning but is tasty to me, as is Mixture No. 79, and SWR Aromatic -- burley base, Virginia condiment, and flavored with three liqueurs, which is available in a pouch to sample, as well as a tub, a pretty refined tobacco for a true OTC.
