Tools as in means to an end, yes. Tools as in something to do work that is necessary, not so much. A shot glass or wine glass may be a fine thing, but probably it is not a tool. Okay, how about tools used to make pipes? I'd say they are tools used to make something that is a means to an end. I'll stop; I'm at my philosophical limits.

I think if I had to go into the tobacco pipe business, I'd have to stop smoking a pipe to see it in a businesslike way. Some can meld the enthusiasm with the commerce, but I'm not sure I could.

I’ll go with shot glass and wine glass as “tool”. Plastic (or paper!) party cup does the same job as a fine crystal flute...

Pipes depreciate 40 to 60% once their sold. Perhaps some very high end and rare pipes appreciate. In general, as an investment, pipes are a losing proposition. As tobacco becomes more difficult to obtain, the need for pipes will diminish and the prices will go down accordingly.
