Crap, I need to just put this where I can copy and paste it. There is a difference between a topping and a casing. Casings are applied early on in the processing, and they are usually meant to enhance the flavor of the tobacco. Toppings do automatically make a blend an aromatic in the industry, like University Flake, but we the consumers may not consider it an aromatic. But, toppings are sprayed or applied later in the processing, and doesn't have to just accentuate the tobacco flavors. It can be tooty fruity or just mild and pleasant.
And, for anyone who believes that their favorite blend is "pure", buy a pound of Virginias from a whole leaf company or grow some and try it, and then think about whether OGS or your other favorite is an "uncased" tobacco. It won't be what you think it will be.
However, a pure leaf can be citrusy, without a casing, however, you probably wouldn't enjoy it very much.

And there's this: Casing to a tobacco manufacturer (such as Mac Baron's with their 1000lb bales) is the process of adding moisture to the leaf to make it supple enough for processing. Casing to a blender is something to add flavor or change the characteristics of the smoke.
