Tobacco in Tin Turning to Dust

I bought some McClelland Chocolate Silk in a tin a few months back and only smoke it occasionally. Each time I open the tin it looks as if the tobacco is turning to small small chips instead of staying full ribbon. I don't understand why. I don't use a filter so it becomes very easy to suck up the tobacco through the stem. Any thoughts?

Store it in a mason jar to keep it hydrated, or buy a snuff spoon.

Most of my tobacco is in jars. I thought a tin would be fine. Guess not.
