Some carvers, notably the Danish, did that intentionally to create a moisture well below the draft hole to avoid potential gurgling.
and fun fact if you use gravity fills or the three step method or a couple other packing techniques that bottom area is only going to be a few ribbons of tobacco anyways the same ribbons that probably wouldn't burn down to a fine grey ash anyways no matter where the draft hole is.
I know cause it took me a few months to notice how high the draft hole is on one of my pipes, I get the same results with it as the lower draft holed.
