If you still have the other one, it's relatively cheap to make a copy, using the one you have as a master. If you lose the only one, the procedure is much more complicated and has to go through the car manufacturer. It involves making sure that you are really the owner, etc.

But this is not the point - the point is that losing the only car key is a much bigger PITA than losing one of the two keys.
