I do the swirl and then pack a little more on the top as well, I have been having great luck with this method, my re-lights have gone way down since doing this. I plan on do the same by rubbing out a flake first then swirling to pack. David McGrane does it with a plug, makes two slices then rubs them out and swirl packs it in his pipe. I'll try that this weekend.
