How does one find cotton boll? It would appear it is not sold online due to it not technically being pipe tobacco, but "smokeless" tobacco.

Google is how I find it. Twists are ”technically” all dual use. I can’t have it mailed direct to my state, so I have to rely on the good will of forum members to be my middle man when I buy it.
