TobaccoReviews will give you an idea of the blend composition in most cases.
Be aware that blends may change with the availability of component tobaccos and the information may be out of date.
Also the actual % of each component is a "trade secret" and rarely (almost never) revealed by the blender.

Some blends actually give percentages. I can't think of which off hand, but the constituent tobaccos were listed explicitly, like 7.5%. How accurately? I can't say. But not all recipes are state secrets.

If you are looking for maximum Latakia, try Pirate Kake or Ten Russians. I wouldn’t call either a Balkan, but opinions vary.

maybe its me, but i feel like c&d blends have a lot of glycol proylene taste to them unless I dry them out for a WHILE....

I have never tasted Propylene glycol in any C&D blend. They have the least PG out of any big blender. If you are looking for a big Balkan, try Pease's Charing Cross. It is huge in flavor and super smooth. I am also of fan of Balkan Supreme.

Well I just smoke what my body can take. I am not an expert on tobacco, nor a degree in chemistry. I only smoke what I like and enjoy................Blessed smoke, Amen..........

Those HU blends seem to include specifics about the latakia %
