My apologies on my previous post. Let me explain this further.

The flakes of paper are caused because of the amount of cuts and the pressure of the dye cutter when the inserts are cut. The problem has gotten better in the last year with our new supplier. We are still seeing a little bit of problem however.

The slivers are not mold or metal and will not hurt you. We have been using these inserts for the past 8 years to hold our flakes in the tins.

It sounds like the mold dude cracked the seal and stored the tin with just the plastic top on. Obviously mold can invade it that way, store it in a mason jar or don't crack the seal.
Those little slivers of paper are annoying in C&D but easily removed before smoking.

Something that no one is this thread has asked, which astounds me, is this: IS there a pungent odor to the tin? Mold in tobacco will tell you it's there. It will smell off. If it is what I think it might be, bloom, it will not have any smell other than the smell of a quality tobacco blend.
Just my two cents. YMMV
