Put it in a ziplock baggie. Take aluminum foil and fold it half & half. You are going to make a small 'bowl' with the foil. Take a paper towel and fold, fold, fold to about 1/8" thick and 1" square. Wet the paper towel square, squeeze water out until it no longer drips. Put into foil inside baggie & seal. In the Foil bowl, the water never comes in direct contact with the tobacco. Leave for 2 days & check. Probably have to re-wet the paper towel. In 2 or 3 tries, the tobacco will be perfect. IMHO - DO NOT DIRECTLY WET THE TOBACCO. YOU CAN GET MOLD. It will turn out great - Good luck!

Much easier to soak a shard of terra cotta, dump it into Mason Jar with dry tobacco, check and stir every 6 or so hours. I've never had a mold problem with this method.

I do also use a hygrometer so I don't over saturate. (65% RH @ 70º is what I shoot for.)
