I have seen "pipes" on an online auction that must illustrate that. The figure is laying on their back with thier legs spread, I think the smoke comes out of the lower half.

Or -- those are sort of large. Did they plug the hole to keep the smoke in longer, you think? Oh no. I bet that's it.

The "golf tees" look an awful lot like nozzles to me... so maybe it's a multiple-use kit, in case of larger scale disasters. Even in the days before germ theory and the need for sterile environments for medical procedures became widely accepted, I doubt that too many people would have been particularly thrilled to be second in line for a smoke "treatment"... 8O
