I'm not sure if it was a special release or not. When I bought it, there were a few other Deluxe Systems with the tapered stems. A 20s, 11s, 8s, and a 2s.
Its officially stamped 11s, but if we go by the old catalogues, it would be a 11BC due to the short tapered stem.
The BC needs to be in regular production again. Or at least the B.

125th Anniversary System Rua (CP) - some Modern English 310 is perfect at the moment. 
Top to Bottom312 System Premier ~ Made in Ireland ~ 1915 ~ 1922
This 312 is an original Patent bent billiard-shape with a P-lip. The pipe has a sterling silver band stamped with the K&P in 3 shields over STERLING over SILVER next to PETERSON over DUBLIN on the left side and stamped MADE IN IRELAND next to 314 on the right side of the shank.
9 System 3 ~ Irish Free State 1923 ~ 1937
This 9 is an original Patent bent billiard-shape with a P-lip. The pipe has a nickel band stamped with K&P over the hallmarks Shamrock/Wolfhound/Tower over PETERSON over Dublin, all on the left side. Stamped PETERSON'S over SYSTEM over 3 encircled on the left side of the shank and stamped IRISH over FREE STATE very faint on the right side of the shank.
314 System Standard ~ Made in Eire 1938 ~ 1942
This 314 is an original Patent bent billiard-shape with a P-lip. The pipe has a nickel band stamped with K&P next to PETERSON over the hallmarks Shamrock/Wolfhound/Tower, all on the left side. Stamped PETERSON'S over SYSTEM over STANDARD on the left side of the shank 314 next to MADE IN EIRE encircled stamped on the right side of the shank.
307 System Standard ~ Made in Ireland 1942 ~ 1946
This 307 is an original Patent bent billiard-shape with a P-lip, shown in the 1896 catalog as shape 9 but was issued in the 1937 catalog as the 307 (2nd quality). The pipe has a nickel band stamped with K&P next to PETERSON over the hallmarks Shamrock/Wolfhound/Tower, all on the left side. It is stamped PETERSON'S over SYSTEM over STANDARD on the left side of the shank and 314 next to MADE IN IRELAND encircled stamped on the right side of the shank.
