This is what I currently use. It works great for plugs that are cut into strips like G&H Dark Plug but not as well for something wider like the SG plugs. It is more difficult to cut those into flakes of semi uniform thickness.

How well does it cut flakes from the plug? I've seen two basic designs. There's the paper cutter style, like yours, with a semi-circular blade. Then, there are the guillotine-style with straight blades. I'm not sure which would cut better flakes. These appear to be designed mostly to cut off a couple of inches of plug.
I just bought this off eBay. I am looking forward to restoring it. I believe this would be a guillotine-style with a straight blade. When I am done with it, it's going to cut plugs like they were butter!
