From what I've found in my limited time as a smoker, shag tends to be the cheapest of all options and is most often used either for a quick smoke (e.g. lunchbreak) or to mix with other tobaccos to aid burning of simply buff it out.
Example, I have some Gawith Hoggarth Kendal No. 19 Rum aromatic shag and some Gawith Hoggarth Kendal Jamaican flake, shag burns easier than flake and is cheaper so I'll add that at the bottom of the chamber and mix a little bit throughout.
I might not be on point with the cheap aspect but that's definitely not the case with ribbon cut, which is pretty much a standard cut of tobacco - including the most coveted blends, so take that for what it's worth.
