One's health can be a precarious thing. Weighing possible health complications versus a tin of pipe tobacco, I would tend to err on the side of caution and probably just toss it. I would not want to introduce mold into my mouth and nasal passages.

This is the underside of the paper that was covering the tobacco in a 4 year old tin of RO Acadian Vaper. Salt? Sugar? Mold?

FWIW, each tin I’ve smoked of RO
Acadian VaPer and Acadian Gold has had the tobacco sticking to the paper insert like that and a rough texture to the paper. I assumed it was because of the process used to make the RO Acadian series. But they all smoked wonderful and wish I had more tins than what I have. Next tin I open I’m going to have a closer inspection, but I never saw any mold on the tobacco I was smoking. I would of thrown the whole thing out

That looks like white mold (and actually a fungus).
" Inhalation of white mold spores can cause mold-induced asthma, allergic fungai sinusitis, hypersensitivity, pneumonitis and allergic bronchopulmonary aspergillosis, even more respiratory infections, eye irritations, dizziness, nausea, headaches, and even depression." ... but it doesn't say if that happens if you burn it and smoke it ! ;)
