I'm severely tempted to place a "prepper" order to stockpile several pounds of tobacco before the axe falls. If you were placing a large order, and say your budget was around $500, what would you order?

That would be some order. I'd have to consider five pound bags of bulk of blends I hope I will continue to like for a long long time, or a dazzling array of premium blends.

I'd order a few what I'll call "occasion" blends and then a massive amount of cheaper regular blends.

For me it would look something like some SG St James Flake, SG Cabbie's Mix, GH&C Dark Flake Unscented, SPC PP SR, etc. and then a bunch of Suftliff Sweet VA, Sutliff Spiced Rum, GH&C American Delight (just ordered an oz of Kentucky Nougat to see if I prefer it), etc.

Say 35% to 65% ratio?

I'm thinking Virginia Flake, Match Edgeworth Ready Rubbed, ODF, Bold Kentucky, and some aros. I think I'm more concerned about aros right now, although if all internet sales are banned, that would really put a damper on all my favorite blends.

‘I tend to agree- as “flavored” tobaccos are the current target of legislation I think the aro blends will be the first to feel the pinch and become scarce. Then again, I’m just an internet expert...?

If I weren't already ready for the tobacco-pocalypse, I would go nuts on my favorites like Nightcap, Westminster...if I were going bulk, I'd probably find my way over to some Watch City bulks.

Impossible to say without knowing what you like best, how many blends you like a lot, etc.. Virginias age the best so those are a good bet. But if you don't like Viginia blends, it doesn't matter.

I need not buy another ounce ever again. But, if I was not so well-heeled in blends I’d likely purchase 200$ in bulk favorites and then 300$ in tins of Virginias, Virginias, Virginias. I’d definitely venture into those HU blends.☕

What I'd order doesn't matter much, because it's what I like, which may be different from what you like! The "how I'd order" is perhaps what you're after.

I'd order large quantities of a few blends, maybe $100x5, and try to focus on plugs, bulk flakes and ropes for their ageing potential.
I'd focus on bold tobaccos as that'd be the primary taste that'd be gone.
