Post FDA reg House Blends Talk with B&M Owner

I had a long discussion with the owner of my local B&M today. He said they can still sell bulk loose tobacco but they will no longer be able to blend their own in house.

For the regular customers, he might sell several different bags that afterwards you blend yourself.
Dark days but there is still a little hope.

I wonder if a blend recipe falls under new law?

Perhaps tobacconist can sell all needed ingredients, charging a bit extra for the recipe?
