Just opened my St. Bruno RR. There's some of this in both packets. Normal?

Normal and that looks like mineral deposits and/or sugar. Mold isn't always fuzzy, but it will typically have an off scent or flavor, or else be wet.

I would be wary of the old "it's just plume/bloom" canard. While I still think the above is a harmless deposit, in the cigar world, plume is more of an excuse to sell moldy cigars, rather than anything based in reality. The Friends of Habanos cigar forum spent some money several years ago testing plume on cigars sent in by members of the forum. In every instance, the plume was analyzed in a lab and found to be mold. Every last one, as of the last time I checked their results.
