Isn't YouTube closing down channels that can be monetized starting in December?

I don’t spend much time on YouTube and know little about their business model other than that they generate income from advertising. Are they out to increase their own revenue by applying measures to control the income streams of posters?
What have you heard/seen?

To say it hasn't been updated is an understatement, the newest video is 2 years old. I think maybe Kevin forgot about it!
