Pipe with markings "Red Carpet"

I just recently got a pipe it says "London England 249" which i get, bent bulldog from England. The other side is stamped "Red Carpet". I cant find any info on it at all. The seller claims it maybe a Loewe second. From what I could find like Sasieni, they made a number of seconds. Does any one know anything about this brand or what the marking may mean? My theory is that it maybe a Loewe, but maybe a private tobaccanist label or a promotional pipe. Ill post some pics when it comes in...if anything else its handsome.

Red Carpet is/was a tobacconist shop in Providence, Rhode Island. Not sure if they are still in business. This could be a pipe made for their shop.
