Some of it depends on how much you like the pipe. There’s a similar Lannoch on eBay that the seller is asking twice that, but is also taking offers. That brand didn’t come up in completed auction on eBay. I’m not familiar with this particular brand, but, someone else may be, and can sing its virtues. There are new pipes for just a little bit more money from better known brands that you can purchase.

40 seems like a pretty decent price for any pipe that isn't garbage. Seriously unless it's falling apart or was just a bad pipe to start. Can you get them cheaper? Probably can you get them for more almost certainly. But 40 for any decent pipe is a great deal.

You didn't really tell us anything about the condition of the pipe. Has it been refurbished?

On a basic level, I'd ask the seller:

Does the bowl have any burn outs or cracks?
Does it smell like perfume or grandma's underwear?
Are there any bite holes on the stem, or any evidence of a broken tenon or cracked shank?

If it passes all that, it will probably be fine. Maybe offer 35. or 40. with free shipping?

If the pipe is the same one as I think it is, it appears to be NOS (new old stock), and still has a country of manufacture sticker on the stem. Since the pipe is essentially “new” and unsmoked, forty dollars seems like a decent deal. Just bear in mind that you can get a new Rossi (made by Savinelli) for about the same price; there are Ropp Etudiant pipes with smaller chambers, also in that price range. If you really like the Lannoch and its rusticated carving, go for it.
