I assume ELCA. I can’t imagine a WELS or MS pastor smoking or drinking.

I can. The theologically conservative Christians usually have a good understanding on Christian liberty.
I'm a High Preist in my local pagan group. I give teachings while smoking my churchwarden pipe.

Missouri Synod (LCMS). I'm just an old school confessional Lutheran. (Although, I was originally ordained a Southern Baptist)
Pipe smoking ordained Baptist pastor here. I am of the Reformed Baptist flavor, I know many pipe or cigar smoking Baptist pastors.
I only know one WELS guy but the MS guys are all about smoking and drinking (in moderation, of course). They’re also the guys with tattoos and dress well so my impression of MS folk are they’re the cool Lutherans.
all three seem to be on the contemplative end of the spectrum. Not saying it's required for any of them but they all fit well with that.
also there is a lot of fun things you guys can't get caught doing without talking about forgiveness so pipes also make sense that way. As far as Vices go it's a pretty darn wholesome one.
I'm pretty open about my pipe (my whiskey too). I smoke at the church, at conventions, in public, etc. I don't hide it because there's nothing to hide. Nothing in the Bible forbids either.
Could be argued that the Bible sort of encourages the use of natures gifts. You know almost as if God was like look you smoke or chew on these leaves and good things happen.
Also it's not like you are going to get hopped up on Capstan and end up doing 98 in a 35mph zone in the wrong lane and then try to intimidate the officer by telling him you and Jesus are tight....
