It really looks unsavable. That wood should never even have entered the pipe maker's shop.

Does the smoke travel up to the mouthpiece, or is there leaking smoke somewhere?
As to a fix, it depends whether it's just cosmetic or not. So, we need more specificity.
There's not a reasonable solution to plug the fills. Since aesthetics aren't a factor, perhaps you could seal it with some type of shellac. I probably did it but I don't remember :DSomeone must haves used it for drill bench testing. I've seen some fills, but not that many on a pipe. Basket pipe? "As is" type purchase?
I love pipes like these. Reminds me of the Grabows and my Rossi that I punish regularly.
