Pitchfork I would not be surprised if there is anise or licorice in Irish Flake, even though I have not tried the blend.
Licorice and anise are some of the most prevalent sweeteners out there. I would guess that it is an ingredient in hundreds of blends, but its use in most of them will be quite subtle. (Licorice is incredibly sweet, so they can use it with a light hand and it will still have an outsized effect) It is incredibly common in burley, which Irish Flake contains quite a bit of...
Peterson is not obligated to disclose its ingredients in a customer email, so unless you have access to an ingredients list like the one posted above from BAT I would not put much faith in their unflavoured claims...
Personally I am not surprised by that DNR list. There is nothing outlandish in there.
Tobacco, water, sugar/sweetener, humectant, flavourings, preservatives/antifungals. Nothing to be overly surprised about. I would say that Escudo is very very close in its ingredient list. I always thought in the back of my mind that that raisiny/plummy aroma was too pronounced to be 100% natural...

I recently opened a new tin of Erinmore Flake and the first thing I noticed was the anise aroma. I don't taste it, though. I love that aroma.

could it be our own sences, or maybe cross contamination? i have smoked both irish flake and erinmore flake, never noticed the anise odor. could it be that there is a demand for different pipe tobacs, causing the manufactuers to take shortcuts when changing over from one blend to the other.

The tobacco composition together with top flavour will give a sweet & spicy sensation with a hint of liquorice/anise.
Emphasis add to top flavour. (Spelling corrected on liquorice/anise too.)
That means there is a topping that contributes to the tobacco aroma and flavor.
There are also casings used on 99% to 100% of tobaccos as well. It is quite common that Burley tobacco is cased with liquorice.

Nice work, Sam. Blenders are usually pretty coy about ingredients, but they pretty much let the cat out of the bag here that there's some kind of licorice or anise flavor added.
