There's a lot of complex history in the region. If I remember correctly, Crimea was part of Russia that was ceded to the Ukrainian Socialist Republic by Khrushchev in the 1950's as a sort of brotherly gesture between members of the same unhappy family. Would that have happened if the Soviets had any inkling that the country would break up a few decades later? The majority of the population identify with being Russian and would have an affinity for aligning with Russia.
As for the definition of patriotism that is given in the letter, I agree with the bulk of it.
