My God, what problem do they have with pipe tobacco!?
They are not allowed to excempt "premium" (whatever that may be) tobacco, tobacco is evil except if you can tax it to heavens and beyond.

Well, that's the law. But why ordering there while you can order from Germany with a much larger selection of blends and way cheaper prices???

Shipping within the EU isnt allowed, only inside Germany.

I believe the Italians ban online sales to protect the Tabaccheria businesss. These little stores are "the Italian convenience store" and are prevalent in every small town in Italy. Italy also has a state-controlled private tobacco monopoly, and this distribution model gives them more control.

I wonder if the Italians are able to order tobacco (by mail) from Germany?

I am from Italy so I know all the story. It has always been so and has nothing to do with EU or protecting tobacco stores. It is about all tobacco product which are under monopoly of the government from production to sale. The tobacconists are actually in some way government employees who are licensed to sell any product under government monopoly such as lottery ticket and until recently (don't laught as it is true) matches and cooking salt. For example the equivalent of the IRS are going to count the number of leaves in the tobacco fields. It has always so for centuries and in the past worse than now. It is all about tax collection.
