Tobacco sticks are actually closer to cigarettes. The government of Alberta defines them as:
“tobacco stick” means a product that meets the definition of a cigarette except that at the time of sale to the consumer it is not wrapped in the paper wrapper required for smoking, and where any tobacco stick exceeds 90 mm in length, each 60 mm or less of the tobacco stick shall be considered to be a separate tobacco stick.

I feel badly for our Canadian brothers. The US has the stupid Cuban embargo, yet getting Cuban cigars shipped here is simple. If I were a Canadian I would be using any source who was willing to ship to me in nondescript packaging avoiding customs all together. I wouldn't give them one damn dime tax wise.

One must remember that Canadian tobacco taxes are not designed for revenue. They are designed to stop tobacco use, period.

Hey all figured i would throw my 2 cents in the ring here. As a fellow canadian from ontario i have recently been bulking up my cellar before the axe drops. All my tobaccos are coming state side. In the past month i must have brought in at least 4 lbs of various tobaccos from different sellers and still have at least 2 lbs on the way. So far have not been dinged at the boarder for anything. Could be luck...not sure.

Retailers i use are: smoking pipes, boswell, milan tobaccos, hiland cigars, iwan ries and co., pipes and tobaccos.

All very good retailers and quality shipping.

So I have about two dozen pouches of pipe tobacco I want to part with, an I allowed to sell it? I’m in Ontario, Duty has been paid on the product, but I wonder about the legality of it as I cannot smoke do to health reasons

By the letter of the law, probably you can't sell it out of province, but you can certainly sell in-province, and there's lots of pipe smokers in ON who would be interested, depending on what you have. If it's pouches of drugstore type stuff, you may not find a lot of interest.
