A very easy way to re-hydrate is to use some shards of pottery. Soak 'em, then drop in jar. If tobacco sticks, it's easily wiped back into jar.

If mold is a concern, boil them, then handle with clean tongs.

Distilled water? Sure, why not, but completely unnecessary.
