This is a chair side antique pipe stand. Stem down rack that should accommodate church wardens. Holes could be drilled wider for other pipes. These racks bring big bucks on the market.

I'm revising my original guess. It's 18" tall so it sits on a table and holds 10 champaign flutes. The bottom shelf holds 3 bottles of champaign and the square top is for a champaign bucket.
The diameter of the slots is tricky, but the height only becomes an issue if we're assuming bowl down storage. Bowl up, wouldn't really matter how tall it was. I've done some searching and found that Dinkelspiel did produce some other smoking stands and cigarette tables. This may not be for pipes at all, or it could be a Chibouk stand? 
Any chance you can find a pic of the above? I had no luck, despite my Google-fu.
Now I've confused myself. The glasses would have to be no bigger than 1/2" diameter.

My "not for sale" was to make sure this was not taken as as an item for sale, but an inquiry into a bizarre accoutrement.
I googled the company and it looks like they made a number of smoking related pieces of furniture. Does not mean that this is a pipe rack but it is interesting. I wonder if it might be a bowl up stem down set up, made when pipes were smaller in both bowl and shank.

I've come to the conclusion that it is a 'confusionary apparatus', made with the specific intention of causing bewilderment and generating conversation on internet pipe forums.
I'd say it's one of the finer specimens out there. It has held up very well over the years and seems to be functioning perfectly!
