Almost certainly a piece by Ali Anon

Anon was born in Eskesehir, Turkiye @ 1935 (records were lost), the 12th of 15 children
He was apprenticed to a master carver at age 8yo and became a proficient and prolific carver by the time he turned 15yo
He had a very enquiring mind and travelled extensively in his 20s to Austria, France, Italy and England where he turned his skills to carving briar
Being of great modesty, he forbore to put his name to any of his prodigious output

Examples of his work in meerschaum and briar can be found not only in his native Turkiye, but throughout all the countries where pipe smoking was commonplace.

With apologies to @jguss ;)

My guess: Its a very rare, vintage, rendition of a 19th century design of a hand holding an artichoke. The artichoke dates to about 500 BC and is popular image in Egypt, Libya, and Somalia. It symbolizes hope, prosperity, future success, peace and wealth. And they're tasty. There is a legend too behind the creation and scientific name for the artichoke as well. OR ... whatever you decide ... :ROFLMAO:
