Heya lotechjoe, I'm in a similar boat on the west side of the Cascades. I have gotten some decent tobacco deals at the tribal smoke shops, but I don't know if there are any on the dry side. Some of them also only have a couple of pipe tobaccos, like Prince Albert, Carter Hall, and Half and Half. They were about half the price of getting them at the drug store in Seattle after all the taxes etc.
Idaho might be the best bet.

This is one of those laws that simply should not be obeyed. Find a supplier like smokingpipes.com as jefff suggested and have them send you whatever you damn well pleasy. This kind of thing is preposterous and should not be stood for. There is such a thing as appropriate civil disobedience.
